Over, if it is on a toilet paper holder. Im lazy so mine sits on the counter. But, I always pull it off from the "over" position.

In the hotel it hangs down the front. At home it hangs down the back so it doesn't become a cat-toy.

It's one of my OCDs lol I went to a girls house for whom it was also an OCD but hers was under and we spent the night battling who got their way... Everytime I went to the toilet, it had been changed... Ahh! Gotta love a wrongly-wired brain haven't you! lol xxx

Neither. We have to keep it on the towel rack, or Davos turns it into his new favorite toy.

But personally, I prefer it over if I get a choice.
